A Victorian Energy Efficiency Certificate (VEEC) is a tradeable certificate issued by the Victorian Government. The new Commercial Solar VEECs rebate in Victoria launched on 1st October 2025. This is a significant addition to the commercial solar incentive stack in Victoria, and for eligible systems it meaningfully reduces the upfront investment.

In practice, this means commercial operators can claim two separate upfront rebates simultaneously on systems in the 30–200kW range, reducing the initial outlay and shortening the payback period.

When planning your installation, the size of your solar system determines which rebate rules apply. These pathways are generally split into two categories:

  • Systems Under 200 kW: These are the most straightforward. Most incentives are applied upfront, providing immediate relief on your initial investment. This is ideal for smaller to mid-sized organisations looking for a fast return on investment.
  • Systems Over 200 kW: For larger-scale projects, the framework changes. In this category:
  • Timing: VEEC rebates are typically generated 12 months after installation rather than at the start.
  • Strategic Choice: You have the flexibility to choose between VEECs and LGCs (Large-scale Generation Certificates).
  • Financial Strategy: The best choice depends on which pathway delivers the strongest long-term financial outcome for your specific site.

The table below helps clarify the differences between the available rebate options and timing across each system size category. For a more accurate assessment of what your organisation is eligible for, get in touch with Winki Energy.

System Size Under 30 kW 30 – 100 kW 100 – 200 kW >200 kW
Rebate options* STCs Both STCs and VEECs Both LGCs and VEECs Either VEECs or LGCs
When do I get them?* Upfront Upfront VEECs upfront, LGCs annually VEECs after 12 months, or LGCs annually

*Eligibility criteria and program rules apply to all rebate pathways listed above.

What is the Commercial Solar VEECs program?

The Victorian Energy Upgrades (VEU) program just unlocked a powerful new incentive: the Commercial and Industrial (C&I) Solar Photovoltaic (PV) activity. Eligible solar installations now create Victorian Energy Efficiency Certificates (VEECs), driving energy efficiency outcomes and cutting operational costs.

Here’s where it gets exciting! Businesses installing 30 to 200 kW systems can now claim TWO upfront rebates simultaneously:

That’s three pathways to dramatically reduce your solar investment.

However, note that only registered providers can claim this additional rebate due to Government regulations. Speak with Winki Energy about how you can access this rebate.

Eligible System Sizes

Not all solar systems are eligible. The new VEEC incentive only applies to systems that fall within the following capacity range:

  • Minimum: 30 kW
  • Maximum: 200 kW

Perfect for:

  • Warehouses
  • Manufacturing facilities
  • Commercial buildings
  • Retail centres
  • Schools
  • Farms and agribusiness

Sites with strong daytime energy demand will see the biggest wins. However many businesses are also installing batteries to use their stored solar for business operations at night. For system sizing advice, contact the Winki Energy commercial team, or see: Solar Consumer Guide.

How much can businesses save? (Approximate VEECs rebate amounts)

The VEECs rebate scales with system size and market pricing. Here’s what Victorian businesses are claiming right now:

Estimated VEECs Rebates, based on $60 per VEEC (after fees).

System Size (kW) Approx. additional VEECs Rebate Notes
30 kW ~$2,300 Ideal for small warehouses, retail and offices. May be able to claim STCs too.
100 kW ~$15,000 Suitable for mid-size commercial sites and manufacturing. May be able to claim STCs too.
200 kW ~$29,000 Best for larger facilities with consistent daytime demand. May be able to claim LGCs too.
200 kW >$29,000 May be able to claim LGCs or VEECs. Site assessment required, additional eligibility criteria and terms apply.

Why Businesses Are Acting Now

Businesses in Victoria have even more reasons to switch to solar energy now. Some of the benefits are:

Lower Upfront Investment

Double incentives = significantly lower entry costs. Businesses are shifting from “wait and see” to “get on with it.”

Faster Payback Periods

Reduced capital outlay on high-performing systems means you’re seeing pure savings faster.

More savings in the long run

Solar power makes businesses less dependent on the grid for electricity and insulates them from growing energy costs. See historical energy price trends: AEMO Electricity Price Reports

Help for goals of sustainability

Companies may show leadership in decarbonisation, lower emissions and make sure their ESG goals are in line with their business goals and customer preferences. Learn more about Australian Government Climate Active Carbon Neutral Standard.

Final Thoughts

The new Commercial Solar VEECs rebate is a major milestone for Victorian businesses ready to control energy costs and future-proof operations. With dual rebates available on 30-200 kW systems, the financial case for solar has never been stronger.

Understanding your optimal rebate pathway is critical to maximising returns. Markets change, eligibility evolves, and acting early locks in today’s advantage.
